There are a couple of problems. The level of VOC has little to do with what you are smelling. DIfferent VOCs can give different results. So 400 VOCs may be better if they dissipate faster than 200. VOCs is just a general term for things that evaporate (more complicated than that but close enough). The second problem is your nose. Your nose can detect the smell long after what OSHA would consider a safe level has been reached in an industrial setting. In fact your nose may pick up the smell at a level lower than a scientist can detect it with instruments. Another problem is the refinishing process itself can release old smells from the wood.
So the answer is that we can not tell you if you have a problem or not. Your nose may be more sensitive to the VOCs used, but if you redid it, the low VOCs could actually be worse. I have read of people that could quote "smell" the VOCs years later, even though nobody else could.
Couple of things. Contact the refinisher, have them come over to see if the stuff was correctly applied. There may be a "wash" they can do to remove some.of the smell. They should also check that pockets of undried finish are not present. Also, invite your neighbors over, say anything and see if they comment on the smell. You may just be sensitized.

I think the fumes you need to worry about, if well ventilated, more worried about how tiring it is and balancing on a ladder/chair while 7 months pregnant!
